A host of major contractors, including Balfour Beatty, Kier and Colas, have registered their interest in a £2.7bn PFI highways contract in Birmingham.
The contractors will be joined by the likes of Arup, Arcadis and Tarmac at an open day for potential suppliers that will be held next week. Procurement for a new contractor is expected to formally begin in February with the successful bidder being picked towards the end of 2022.
The new contract is set to run until 2035 and replaces a 2025 PFI contract that Amey won in 2010, which was also valued at £2.7bn. Amey went on to lose huge amounts on the agreement until finally settling on a £300m deal in 2019 to exit the PFI contract early. Kier took over on an interim basis in April.
Since then, the council has been working with Birmingham Highways – a special purpose vehicle owned by Equitix and PIP Infrastructure Investments – to restructure the contract. The newly appointed contractor will take over from Kier in April 2023 with a five-month handover period. Kier had initially been contracted to work on site until July 2021, before having its term extended.
The new contract will cover maintenance across more than 2,500km of roads and 5,000km of footways.
