[Editorial] 'Saemangeum solar power' preferential treatment for unlicensed companies, the truth must be properly revealed

It was revealed that Korea Hydro & Nuclear Power (KHNP) had entrusted the design of the Saemangeum floating solar power generation project, which is considered a representative example of the Moon Jae-in government’s nuclear-free policy, to an unqualified company. According to the results of the public interest audit on the Saemangeum floating solar power generation project released by the Board of Audit and Inspection on the 17th, KHNP was selected as the floating solar power generation business operator on October 30, 2018, and in January 2019, less than two months later, with Hyundai Global and special purpose A corporation (SPC) was established. However, it was confirmed that Hyundai Global was an unqualified company that did not hold any licenses related to the design of solar power facilities. Hyundai Global is an affiliate of the Hyundai Group that conducts North Korean businesses such as tourism to Mt. Kumgang.
This is not the only problem. In the case of power facility design service of more than 210 million won, the company must be selected according to the criteria after announcing the execution plan. Nevertheless, KHNP signed a private contract worth 22.8 billion won with a company that did not have design qualifications. The total project cost of the Saemangeum floating solar power project is 4.62 trillion won, which greatly exceeds the standard for public notice. In addition, Hyundai Global, which did not have a license, already signed a 19.5 billion won subcontract with KHNP, which entrusted the entire business to another company three months before the official contract was signed. It is an absurd thing to subcontract a business that has not been won for sure. I can only see that there was a corner where I believed in it. I am speechless that Hyundai Global made a profit of 3.3 billion won by subcontracting without doing anything after receiving the order.

The actions of the Board of Audit and Inspection are also difficult to understand. The Board of Audit and Inspection reported to the police only the special purpose corporation that gave this project to Hyundai Global, but not KHNP officials. The Board of Audit and Inspection said, “Under the relevant laws, only special-purpose corporations that placed an order for business can be subject to criminal punishment.” I can’t help but wonder if he was aware that this incident is a sensitive issue related to the current government’s nuclear-free policy.
This audit was conducted in response to a public interest audit request from the Jeonbuk Environmental Movement Association in May. The Board of Audit and Inspection announced the commencement of the audit in August for four core allegations, including that ‘KHNP gave Hyundai Global a 250 billion won floating solar project without a bid’ in the public interest audit request, saying, ‘The police and the Fair Trade Commission are investigating and investigating. It was rejected or rejected for the following reasons. If the Board of Audit and Inspection continues to be passive in investigating the allegations of preferential treatment related to the Saemangeum solar power project, the suspicion that the government is paying attention will deepen.
