Montreal transit executive will be the new OC Transpo general manager

The City of Ottawa has hired an experienced big-city transit manager to become the next head of OC Transpo.

Renée Amilcar has been executive director of bus operations for Montreal’s public transit agency.

Now, she takes over a transit agency that has a struggling LRT system, with the City of Ottawa and its LRT contractor, Rideau Transit Group, locked in a legal fight over the $2.1-billion rail line.

“Given her extensive experience, Renée is well-positioned to continue developing the operations of our transit network and the transformation of our multi-modal system,” Ottawa city manager Steve Kanellakos said in a memo sent to council on Monday announcing Amilcar’s appointment.

“This includes Council’s plans to expand our Light Rail Transit system further east, west and south, growing our electric bus program, continuing to improve services for our customers and continuing to build a strong internal team and productive relationships with our unions.”

John Manconi, the city’s general manager of transportation, is retiring from Ottawa’s municipal government on Sept. 30. He has been the general manager of Transpo since 2012.

Amilcar begins her new job as Ottawa’s general manager of transit services on Oct. 18.

She is an industrial engineer and worked for Pratt & Whitney Canada and Nortel Networks before joining the Société de transport de Montréal (STM) in 2002. She became the first female director of bus maintenance at STM before being promoted to executive director of bus services in 2014.

“A natural relationship builder, Renée states that negotiating a strike-free seven-year convention with the driver’s union was one of her key accomplishments in this role,” Kanellakos said in his memo to council.

Between the time Manconi retires and Amilcar joins city hall, rail construction director Michael Morgan will oversee transit services and the LRT system’s return to service after the latest derailment.
