The latest developments
The German Teachers Association and the Education and Wissenschaft (GEW) reject loosening of the mask requirement at schools in several federal states. «The waiver of tests and the Abolishing the mask requirement too early and reducing quarantine measures too quickly increases the risk of the school becoming a black box, which no longer allows infection control, “said the President of the Teachers’ Association, Heinz-Peter Meidinger, of the editorial network Germany (RND / Friday, October 1). The GEW chairman Maike Finnern emphasized in the RND that a mask requirement remains “part of the package of measures, depending on the infection, makes sense”.
As in previous days, the 7-day incidence in Germany remains at a value of just over 60. The Robert Koch Institute (RKI) reported 10 118 new infections and 73 new deaths on Friday morning (October 1). On Thursday there were 12,150 new infections and 67 deaths. The 7-day incidence increases slightly from 63 the previous day to 64.3. The EU health authority ECDC does not issue a warning in the face of some sufficient vaccination rates before a worsening corona situation in Europe this fall. Only 61.1 percent of the total population in the EU and the closely related countries Norway, Iceland and Liechtenstein have been fully vaccinated so far, the Stockholm-based authority announced on Thursday (September 30th). Countries with vaccination rates at or below the current EU average and with plans to ease measures over the next two weeks run the risk of seeing a significant increase in the number of cases, hospital admissions and deaths by the end of November. In Germany, 64.4 percent of the population has so far been fully vaccinated against Covid-19. 68 percent have received at least their first dose of vaccination.
So far, the federal government has 1 , 6 billion euros paid out to the federal states.
This was announced by the Federal Ministry of Health on Thursday (September 30th). The federal government and the federal states had agreed to reduce the number and capacities of the more than 400 regional vaccination centers at times or to close them by September 30th at the latest. However, the federal government continues to assume part of the financing. Most countries closed their vaccination centers and switched to mobile vaccination teams, as the ministry explained. In addition, vaccinations are still running in doctor’s offices.
In Bavaria, folk festivals and other public festivities are now allowed again. Regardless of the 7-day incidence, the 3G rule applies, according to which only vaccinated, convalescent or negatively tested people have access . This was announced by the State Chancellery after a cabinet decision on Thursday (August 30th). In addition, clubs and discos are allowed to reopen this Friday (October 1st), as announced. At the Bavarian schools, the mask requirement will no longer apply in class from next Monday (October 4th).

Also the number of Covid-19 patients in intensive treatment did not increase recently. Thanks to the high vaccination rate in the risk groups, it is currently at a comparatively low level. In severe cases, there is an average of five days between the onset of the illness and admission to the intensive care unit.

Because of the low willingness to vaccinate among unvaccinated adults, the German vaccination campaign stalled. The general practitioner association complains of increasing vaccination fatigue. Armin Beck, a member of the federal executive board, told the editorial network in Germany that the “impulse turbo that we had experienced in the spring and up to July” had “definitely died down.” According to RKI
at least 85 percent of the total population must have been vaccinated or recovered twice to stop the spread of highly contagious mutants.

Is the incidence in one A district-free city or a district over 35, an indoor test is mandatory. For example, visits to restaurants or training in the fitness studio are only allowed with a negative corona test, which must not be older than 24 hours. This does not apply to those who have been vaccinated or who have recovered. Vaccinated, convalescent and tested people must continue to wear a mouth and nose cover in retail stores and on public transport and observe distance rules.
On June 30th, the « Federal emergency brake », which was regulated in the Infection Protection Act, expired. This is the end of all those measures that applied nationwide when the incidence value climbed above 100 on three consecutive days in a city or district. Now everyone decides again State about the rules and restrictions.
No further easing in sight
The Oxford Stringency Index shows how severe the restrictions are in Germany
In May, the Bundestag and Bundesrat passed relaxations for fully vaccinated persons and those recovered from the virus. From May 9th, those who tested negative will be treated equally. Fully vaccinated is anyone who has received all the prescribed doses of an approved vaccine; in addition, at least 14 days must have passed since the last dose. Then you have full vaccination protection. If you have previously recovered from Covid disease, just one dose may be sufficient.
People who can be shown to have suffered a Covid-19 illness are considered to have recovered. The PCR results of the infection must be at least 28 days old and are valid for a maximum of six months. For both vaccinated and convalescents, the relief only applies to them if they have no acute symptoms such as shortness of breath, cough or fever.
Since August, all immigrants have had to show a negative corona test, unless they have been vaccinated or have recovered. The antigen test for entry must be a maximum of 48 hours old, the PCR test a maximum of 72 hours. When entering from virus variant areas, the antigen tests must not be older than 24 hours. Anyone entering from these areas must show a test in any case, despite vaccination or a recent infection. Children under the age of 12 are exempt from the test.
Unvaccinated people have to be in quarantine for ten days if they enter from a high-risk area. The quarantine can be shortened to five days with a negative test result. If unvaccinated persons come from virus variant areas, they have to be in quarantine for 14 days. A shortening is not possible. On the website of the Robert Koch Institute there is a constantly updated overview of the risk areas.
The German economy is in 2020 due to the corona pandemic got into a severe recession. Measured in terms of gross domestic product (GDP), economic output fell by 4.6 percent after adjustment for prices, according to the Federal Statistical Office. The slump was thus somewhat smaller than in 2009, when GDP fell by 5.7 percent as a result of the financial and economic crisis.
The course of 2020 was similar to a mountain-and-valley ride: In the second quarter, GDP fell as a result of the first lockdown, which paralyzed parts of economic life and also from disruptions in the international supply chains and a decline in export demand was accompanied, compared to the previous quarter by 10 percent. After the gradual easing of many restrictions from the end of April, a recovery set in in many sectors, so that GDP rose again by 9 percent in the third quarter.

Development of GDP (price, seasonally and calendar adjusted, 2015=100)
The second lockdown from November hit the economy less violently and unprepared than the first, which is why GDP still increased by 0.7 percent in the final quarter. In the first quarter of 2021, however, there was a decrease of 2 percent compared to the previous quarter.
In the meantime, another recovery has started. In the second quarter of the year GDP is
according to the Federal Statistical Office increased by 1.6 percent compared to the previous quarter. For the entire current year, the federal government went into its end of April published Spring projection assuming real GDP growth of 3.5 percent. However, the upswing is currently being driven by Delivery bottlenecks for raw materials and intermediate products braked. More recent forecasts like those of the I fo institute and des German Institute for Economic Research , are therefore only assuming GDP growth of 2.5 percent and 2.1 percent respectively for 2021. Both expect a significant acceleration in growth for 2022.
The number of unemployed in September 2021 is 114,000 compared to the previous month dropped to 2.47 million, like the Federal Employment Agency announced on Thursday (September 30th) . The unemployment rate fell by 0.2 percentage points compared to August to 5.4 percent, which is 0.8 percentage points lower than in September 2020. The rate was last year in the wake of the Corona crisis from 5.1 percent in March to 6 .4 percent up in August.
The use of short-time work is also falling. In July (more recent data are not available), according to a preliminary projection by the Federal Agency, cyclical short-time work benefits were paid for 927,000 employees. In April 2020 this number had reached a high of almost 6 million.
In March 2020 the Federal Government approved a Corona aid package on the way. The aim of the aid was and is to secure jobs and companies during the temporary “freeze” of the economy. For this purpose, subsidies to smaller companies and the self-employed, inexpensive, government-guaranteed loans from the public credit institution for reconstruction (KfW) to companies, tax relief and easier access to short-time work benefits served and still serve. In addition, in special cases such as Lufthansa, the state can acquire temporary stakes in companies via the economic stabilization fund. The individual measures have repeatedly been modified and in some cases extended.
The governing coalition also met in June 2020
agreed on an «economic and future package», to get the economy back on its feet. It is worth 130 billion euros in 2020 and 2021. The package includes a large number of measures, including a temporary reduction in VAT rates from 19 to 16 percent (reduced rate: from 7 to 5 percent). This was valid from July 1 to December 31, 2020.
In August 2021, the federal and state governments decided to extend the bridging aid for companies that are particularly affected by the consequences of the Corona until the end of the year.
All of these government precautions have been taken along with the cyclical Decline in tax revenue will leave a clear mark on the state budget. For the federal, state, municipal and social security funds, there was a total deficit of 4.2 percent of GDP in 2020. In the first half of 2021, the government’s funding deficit reached according to preliminary calculations by the Federal Statistical Office with almost 81 billion euros, even 4.7 percent of GDP. This is the second highest deficit in the first half of the year since German reunification.
