أصدر مكتب النائب العام أمرا بحبس وزير الصحة الليبي علي الزناتي ونائبه سمير كوكو في الحكومة احتياطيا على خلفية تورطهما في قضايا فساد مالي وإداري.
وأعلن مكتب النائب العام في ليبيا في بيان صحافي الأربعاء مباشرة “التحقيق الثلاثاء في المخالفات المالية بخصوص تنفيذ ميزانية التنمية المخصصة للصحة؛ واستجواب وزير الصحة ووكيله، لعدم مراعاة لائحة العقود الإدارية والإحجام عن التقيد بالمعايير”.
وأضاف أنه “أمام قيام الدليل الكافي على صحة ارتكابهما للواقع المسند إليهما، انتهت النيابة العامة إلى الأمر بحبسهما احتياطيا على ذمة القضية”.
ويشمل ذلك قيامهما بأعمال توريد وحدات إنتاج الأوكسجين بنسبة زيادة في السعر وصلت إلى 1000% من سعر بيع السوق، والتعاقد بطريق التكليف المباشر مع شركة أسست بتاريخ أغسطس 2021، على الرغم من عدم توافرها على الملاءة المالية والخبرة الكافية لتنفيذ الأعمال المتعاقد عليها، بحسب البيان.
ولم تصدر الحكومة الليبية تعليقاً رسمياً حتى الآن حول قرار حبس الوزير.
ويأتي قرار الحبس “الاحتياطي” ضمن سلسلة عمليات قضائية طالت عددا من كبار مسؤولي الحكومة الليبية، حيث قام النائب العام الشهر الماضي بالأمر بحبس وزيري الثقافة والتعليم على خلفيات فساد مماثلة.
وتكررت عمليات الحبس “الاحتياطي” للمسؤولين والوزراء في ليبيا طيلة السنوات الماضية، لكنها تنتهي عادة بإطلاق سراحهم أو الحكم عليهم بأحكام مخففة.
وكان يفترض بالانتخابات الرئاسية التي لم تحصل ان تكون تتمة لعملية سياسية انتقالية رعتها الأمم المتحدة على أمل أن تليها انتخابات تشريعية ترسي الديموقراطية والاستقرار، وتكافح الفساد المستشري في البلاد.
وتعذر إجراؤها في موعدها المقرر، بسبب عقبات أمنية وسياسية وقضائية، شكلت “قوة قاهرة” منعت من إقامتها، بحسب المفوضية الوطنية للانتخابات في ليبيا.
