China's birth rate at an all-time low

POPULATION CRISIS – Despite the communist regime’s efforts to convince families to grow, the birth rate has plummeted last year in China. It is at its lowest level since 1978.

This is the result of 40 years of one-child policy. China is facing an inexorable demographic crisis. To be convinced, just look at these figures: in 2021, the country recorded 10.62 million births against 12 million the previous year, according to data from the National Bureau of Statistics (BNS) published on Monday. This is the lowest figure since the birth of the People’s Republic of China in 1949.
Giving a birth rate of 7.52 births per 1000 people, the lowest level since 1978, start of publication of the Chinese statistical yearbook. In 2020, the birth rate was 8.52 per 1,000, and in 2019, it still stood at 10.41 births per 1,000 inhabitants.

Exorbitant cost of raising children

China had however relaxed its birth control policy in recent years by authorizing couples to have two children from 2016, then three since last year. The municipal government of Beijing as well as the authorities of Shanghai – the most populous city in the country with 25 million inhabitants – had also announced at the end of November that women can now take 158 days of maternity leave – 30 more than before. . But these decisions did not lead to a birth boom.

Even the Covid-19 epidemic which confined millions of couples to their homes at the start of 2020 did nothing. Couples are indeed cooled by the rising cost of living, housing and especially the education of children. The rate of natural increase of the population thus plunged to 0.34 per 1,000 people last year, against 1.45 in 2000.

“The demographic challenge is well known, but the speed of population aging is clearly faster than expected”, said Zhiwei Zhang, chief economist at Pinpoint Asset Management.

As a result, for the first time since the era of the Great Leap Forward – an economic policy launched by Mao Zedong between 1958 and 1960 – the number people who died (10.1 million) approached the number of people born. The Chinese population therefore increased again last year, but only by 480,000 people.
