A specialized police unit investigating cyberattacks has launched an investigation into the attacks together with the internal intelligence services and the cyber police, the Ministry of Energy announced.

It has not yet been proven that Russia is behind the attack. The State Information Security Service of Ukraine stressed that personal data of Ukrainian citizens have not been stolen and that all publicly available information has been preserved, although some sites will remain inaccessible for security reasons.

European Foreign Minister Josep Borrell condemned the cyber attack and said EU ambassadors would meet today to consider how they could help Kiev.

Asked who was behind the attack, Borrell replied that it was not easy to say with absolute certainty.

The European Union is “mobilizing all its resources” to help Ukraine against the cyber attack, to which a number of state institutions in the country were subjected early today, assured the High Representative of the European Union for Foreign Affairs and Security Policy Josep Borel.

The last major cyber attack against state institutions in Ukraine was carried out in December 2016. Ukrainian investigators regularly arrest local cyberprests

The Pentagon also announced that it cannot determine who is behind the cyber attack on government websites.
