Broke quarantine due to “poor humanitarian conditions” at quarantine hotel – partially upheld in court

Got halved the fine after quarantine breach: – We feel heard.

A 30-year-old woman appeared on 15 December in Oslo District Court. Here she was sentenced to pay 10,000 kroner in fines for violating the quarantine rules. The fine for quarantine violations is basically set at NOK 20,000. Defender Heidi Juritzen is satisfied with the verdict, and believes it shows that demands are now being made on more parties than just those who are to be quarantined. – We are very happy with the penalty discount, it shows that there are requirements for a certain standard, says Juritzen to Nettavisen.

Was set for 10 days

The woman was indicted by the Oslo District Court for violating the Infection Control Act, which at the time of the incident said that everyone who arrives in Norway from areas with a quarantine obligation will be quarantined for 10 days. The woman arrived at Gardermoen from the USA when her husband travels a lot with work. The trip to Norway was necessary as one can not stay abroad for more than six months without reporting a move, and thus lose benefits from NAV. She and the children were also to visit the family in Norway and were to be there from mid-May until well into July.

The woman was aware of the rules that were introduced a week before she left, and was willing to follow them. The woman and children were immediately sent to quarantine hotels. She left the hotel for health reasons that have recently been documented. Poor humanitarian conditions were also mentioned as one of the reasons for the choice to leave the hotel.

Perceived bad conditions

According to the woman, the hotel room was not thoroughly cleaned after the previous occupant. There was also not enough fire alarm, as there was a bag attached over the alarm. The food was bad, boiled potatoes, boiled peas and beans and nothing else were served for dinner. One of the children also had a food allergy, which made this extra demanding. Extra bread was requested, but they were told to fix it themselves. The alternatives to the hotel food were, according to the staff, to buy their own food at Kiwi or McDonalds which were nearby.

When you are required by law to be there at the same time as you have to pay for yourself, you must be able to make certain demands. She left the hotel in favor of going to her mother, where she herself disposes of an apartment with its own entrance, kitchen and bathroom. Here they stayed out the quarantine period.

Satisfied with the verdict

The woman was initially fined the usual fine of 20,000 kroner, but with the circumstances taken into account, she was given a penalty discount of 10,000 kroner. – The verdict has been accepted and we feel heard, says Juritzen. Coronavirus Quarantine Condemned
