Busy work for the new year package

The ruling party will send an important regulation to the Grand National Assembly of Turkey in the first days of the new year, which also includes the legal infrastructure for economic decisions. Although it is New Year’s week, intensive work is being carried out for the package, which also includes the legal infrastructure of the exchange-guaranteed deposit system. Some regulations, such as the gradual price tariff for natural gas, will be brought to the agenda quickly.

According to the news of Nuray Babacan from Hürriyet newspaper; According to the information obtained, the works that started before the parliamentary recess will be included in the proposal that the AK Party executives said “we will give it on January 4”. The most important of these will be the regulation on how the currency-guaranteed deposit system will work and who will have legal responsibilities. It was learned that there was an interesting discussion on this subject during the budget negotiations, but then it was left to the new year by necessity.

PROPOSAL DISCUSSED BUT

On December 20, 2021, when this application was announced, while the budget negotiations were continuing in the Grand National Assembly of Turkey, a proposal was prepared and it was planned to authorize the Central Bank and the Treasury. In the authorization clause, the date of the application was determined as 20 December. However, considering the problems it would cause in terms of legislative technique, it was decided to postpone this provision to the package on January 4, 2022. Some party leaders, on the other hand, claimed that the Central Bank law allowed them to do this without legal regulation. After the discussions, the arrangement was left after the holiday.

INFRASTRUCTURE TO THE CURRENT SYSTEM

On the last day of the budget, AK Party Group Deputy Chairman Mustafa Elitaş announced that the law will be amended in order to pay the exchange rate protection difference in foreign currency indexed TL deposit (DEM) accounts. AK Party Istanbul Deputy Vedat Demiröz announced that he is working on the law proposal on the subject in the Parliament. The party administrators accepted the opposition’s criticisms and accepted that funds should be transferred from the budget regarding the payment source and the functioning of the system.

A different system is being discussed in the gradual price application for natural gas. The gradual fee for natural gas, which was announced to the public before, will be applied differently from electricity. Accordingly, due to the difference in consumption rates in hot regions, regional stratification is evaluated. Party administrators said, “For example, the natural gas consumed by Antalya and Erzurum is not the same. The Ministry of Energy and natural gas distribution companies are working on this issue. Most likely, each region or each province will be subject to a separate stratification. They said, “There will be separate staging for Antalya, separate stratification for eastern regions or cold places.”
