Priorities are pushed back… The vacancy seems to be prolonged

“I was surprised by the people who took issue with bloodliness.”

Former US ambassador to Korea Harry Harris said in an interview with the Financial Times, a British daily, before resigning from his post in January, that during his tenure as ambassador, ‘racism towards himself’ ‘ and expressed his regret.

In accordance with the Donald Trump administration’s policy on the Korean Peninsula, former Ambassador Harris clashed with the Moon Jae-in administration over issues such as the Korea-US defense cost-sharing special agreement, the Korea-Japan military information protection agreement, and inter-Korean cooperation issues. In the process, he was criticized for being reminiscent of the Japanese colonial governor. His ancestry of Japanese-American descent was criticized even by the mustache he had grown. Former Ambassador Harris explained the Korean etymology of the word ‘ambassador (大使)’ and expressed regret for the attack on himself, saying, “As an ambassador of the United States, it is my duty to deliver a message.”

The US ambassador to Korea was vacant for a whopping 1 year and 6 months until Harris was appointed as the first ambassador for the Trump administration in July 2018. This is the longest hiatus since liberation. According to the website of the US Embassy in Korea, since the appointment of Ambassador John Joseph Mucho as the first US ambassador to Korea in April 1949, there has never been a gap of more than a year between 22 ambassadors. Prior to the appointment of Harris, there were ups and downs in which the original nominee dropped out of the horse. It is known that disagreements with the Trump administration over North Korea policy and other issues have led to a fall. The shock of the assassination of Harris’ former ambassador Mark Lippert was still there. The position of the US ambassador to Korea is not easy.

The vacancy of the US ambassador to Korea has been going on for more than 11 months since the Joe Biden administration took office. It is clear that the appointment of the ambassador will be over this year. When pointed out that it is being delayed, he said, “I do this every time I meet someone asking for an appointment as soon as possible considering the Korea-US alliance. Even now, two months after the state audit, there are stories that the Korean government frequently asks the US State Department about the appointment of the ambassador, and there is no response. The Biden administration’s overall appointment of ambassadors is also delayed. According to the Association of American Diplomats (AFSA), as of the 17th, 93 out of 189 ambassador positions were vacant, and 44 countries, including Korea, had no nominees. However, there are several interpretations regarding the delay in the appointment of the Korean ambassador compared to that of neighboring countries and other allied countries. In August, the Biden administration nominated Nicholas Burns, Assistant Secretary of State for Political Affairs and Lam Immanuel, former chief of staff to President Barack Obama, as ambassadors to China and Japan, respectively. The U.S. Senate dealt with the approval of Ambassador Burns and Ambassador Emanuel on the 16th and 18th in turn. On the 15th, Caroline Kennedy, a close aide to Biden, who served as the Japanese ambassador to Japan, was appointed as the Australian ambassador. Comparing the appointments of ambassadors to Japan and China, it reported the remarks of a US congressional official saying, “Koreans have been insulted because no one has been nominated for the US ambassador to Korea and there is not even a rumored name for the ambassador.” It was also reported that the next March presidential election will affect the delay in the appointment of ambassadors. As an ally of the United States, I heard that Korea is different from Japan and Australia. Diplomatic relations, including bilateral relations, will not be difficult for Japan or Australia, no matter who they send as ambassadors. It is explained that the appointment of an ambassador will not be easy.

This is cited as the reason for the delay. The elusive COVID-19 crisis, supply chain disruptions, and the worst inflation in 40 years are the Biden administration’s biggest challenges. He is also risking his life and death to secure the initiative in the Indo-Pacific region through public containment. Under such circumstances, it is an interpretation that the appointment of the Korean ambassador, who is clinging to the declaration of an end to the Korean War, will inevitably be pushed back from the priority list. In the current atmosphere, it does not seem strange that the record for the longest gap of 1 year and 6 months until the appointment of the US ambassador to Korea is broken.
