世界保健機関(WHO)、「旅行制限は、感染拡大の抑制に効果なし」、国連世界観光機関が歓迎の声明

世界保健機関(WHO)は2022年1月19日に開催された第10回国際保健規則緊急委員会で、旅行制限はオミクロン株の感染拡大を抑制するうえで有効ではなく、逆に経済的、社会的な影響を悪化させる可能性があるとの見解を表明した。これを受けて、国連世界観光機関(UNWTO)では、旅行制限の緩和を訴え続けてきた同機関の考えが受け入れられたものとして、その表明を歓迎している。また、WHOは、検査、隔離、検疫、予防接種など海外旅行者に適用される措置は「リスク評価に基づいて、IHRの第40条に従って経済的負担をかけないようにする」ことも求めた。UNWTOのズラブ・ポロリカシュヴィリ事務局長は「包括的な渡航禁止は感染拡大防止に効果はない。逆に、観光に依存している国にとっては、経済的害の方が大きい。観光を再開し、気候変動の要請に応えながらSDGsの達成に向けて動き出すことこそ不可欠」とコメントしている。
