The live-action movie can be seen as a stand-alone movie as it is loosely based on a video game of the same name.

Even though it is canon in general since the Pokemon characters are based on the anime, you can still watch it after completing every other installment of the Pokemon franchise.

Pikachu Shorts (Special) acts as a prologue to all of the Pokemon animated films, so it can be watched at any time without fear of spoiling the main plot.
