North Korea reopens the direct line to South Korea starting on Monday, but urges the neighbor to do its part to reduce tensions.
The line was opened as late as August after being closed for more than a year. But the reopening was short-lived, and was broken again after a few days, when North Korean leader Kim Jong-Un marked against military exercises between the United States and South Korea.
