The North Korean leader, Kim Jong Un, called the offers of dialogue made by the United States “a petty trick” and accused the government of President Joe Biden of maintaining hostile policies against his country.

Contacts between the two countries, initiated during Donald Trump’s term, were interrupted in 2019 after the failure of the second summit between the then-Republican president and the North Korean in Hanoi, Vietnam.

Since arriving at the White House, Joe Biden’s government has been trying to resume dialogue with Pyongyang, without preconditions. Kim called these proposals “nothing more than a petty ploy to deceive the international community and mask its hostile acts,” according to the state agency KCNA. , “The American military threat and hostile policy have not changed but have become more malicious,” Kim said during a lengthy speech to the Supreme People’s Assembly, the North Korean one-party parliament, on Thursday (30).

North Korea, which maintains a controversial nuclear program, has let its time pass in recent months, studying the moves of the new American administration while focusing on internal affairs.

The country imposed a blockade in early 2020 to protect itself from the coronavirus pandemic, which further punished its economy, reducing trade with China, its main partner.

Military tests

On Wednesday (28), Pyongyang assured that he had successfully tested a miss il hypersonic, faster than conventional ones and more difficult to be intercepted by defense systems. South Korea, in turn, is also allocating a large part of its budget to improving its military capabilities to protect itself from its neighbor’s threats.

This month, Seoul announced the first successful test of missiles launched from a submarine (SLBM), a technology available only in a handful of countries, and presented its third submarine capable of carrying these projectiles.

Resolutions taken by UN Security Council banned Kim Jong Un’s nuclear weapons and ballistic missile program in North Korea. to dialogue. “We are willing to meet with North Korea without preconditions. We hope that country will respond positively to our approach”, declared the spokesman for the American diplomacy.

“The The United States has no hostile intent,” said a State Department spokesman. “Our policy requires a practical approach that seeks serious and permanent diplomacy with North Korea in order to make tangible progress that increases the security of the United States, our allies and our forces in the field,” added the spokesman, noting that Washington supports “inter-Korean cooperation” as an aid to stability on the peninsula.

Lines of communication with Seoul

The United Nations Security Council will meet this Thursday to analyze the situation in North Korea at the request of the United States, France and the United Kingdom. Pyongyang shows no signs of wanting to disengage from its arsenal, which it deems necessary to defend itself from the Americans.

Kim’s speech suggests that the regime will continue to develop its military program unless for Washington to change its stance, said Hong Min, a researcher at the Korean Institute for National Reunification in Seoul. “He has come to the conclusion that he has no choice but to prepare a long-term strategy with the United States, which means continuing to develop strategic weapons while maintaining a stable peace attitude with the South.”

The North Korean leader was more moderate when responding to the proposal of the South Korean president, Moon Jae-in, who suggested, this month, putting an official end to the war between the two countries ( 1950-1953), closed with a truce and not a peace treaty.

Kim regretted that Seoul remains “in the service of the United States” and stressed that it could only be declared closed. war with “mutual respect” and the end of the neighboring country’s “unfair attitude and double standards”. Even so, he said that he intends to reestablish the lines of communication between Seoul and Pyongyang at the beginning of October.

The reestablishment of this line between the two countries would be a symbolic advance, recalls the correspondent of RFI in Seoul, Nicolas Rocca. Since January 2020, the telephone line has operated for only 15 days, during the summer in the northern hemisphere.
