On Wednesday evening, the Sejm considered a draft amendment to the so-called of the Mining Act, referring it again to the Committee on Energy, Climate and State Assets. The amendment extends the possibility of transferring mines to a restructuring company and their liquidation from the budget until 2027 until the end of 2023. It also gives the right to social benefits – mining leaves and one-off severance payments – for over 3.7 thousand people. miners who will go to SRK along with the property of the mines. Extending the right to cover by this group would cost an additional PLN 120 million. “You cannot ignore a group of about a thousand people, mainly SRK employees, who did not take advantage of the previous round of shields and will not benefit from the current one, and may soon lose their jobs” – argued in the debate, MP from Lewica Maciej Konieczny, supporting the extension of the group of people entitled to shields. “Everyone who works at SRK today has a guaranteed job” – assured Artur Soboń, Deputy Minister of State Assets. The deputy head of MAP explained that, in accordance with the decision of the European Council in 2010, only employees of mines to be decommissioned can use the covers – under the currently amended act, it will be over 3.7 thousand. people who will transfer to a restructuring company with the assets of the Peace and Jastrzębie III mines. On the other hand, the Makoszowy mine in Zabrze, which already belongs to SRK, is currently under liquidation; As Soboń assured, the people currently employed there do not have to worry about a job. Due to the amendments, on Thursday the committee will revisit the draft amendment to the law, and on Friday it will probably return to the plenary session of the Chamber. Deputy Minister Soboń informed that after Tuesday’s discussion in the parliamentary committee on concerns about the work of a group of SRK employees, a meeting with representatives of this environment was arranged, and on Thursday the chairman of the restructuring company would take part in the committee’s deliberations. The deputy head of MAP called for the adoption of the draft amendment. “Regardless of the differences, this issue should not be the subject of a political dispute, because we are solving a significant social problem here, and we do it in a way that is proven and best for the people themselves” – argued Soboń. When asked why employees of private mines, which are also undergoing transformation, were not entitled to protection (e.g. the Silesia mine in Czechowice-Dziedzice), the deputy minister recalled that only mines intended for liquidation are sent to SRK. “There is currently no private mine in liquidation that would be reported to SRK” – he said. According to Soboń, Law and Justice is “the voice of realism in the state’s energy policy”, balancing various extreme opinions regarding either the need to accelerate the energy transformation or proposals to abandon it. “As PiS we say: let’s make the transformation, but let’s spread it over time, let’s ensure social consent, energy security, let’s provide jobs and use European funds” – said the deputy head of MAP, recalling the agreement concluded in May this year. with mining unions, a social agreement on the principles and pace of transformation of mining and Upper Silesia. Soboń informed that the Ministry of Development is currently working on the Act on the Fund for the Transformation of Silesia – the first draft of this solution was prepared – in line with the provisions of the social contract – by mining unions; on this attitude, the ministry is now working on its proposal, which it will soon present to the public. In Wednesday’s debate on the amendment to the mining law, MP Krzysztof Gadowski from the KO assured that – despite many critical comments and proposed amendments – his formation understands the direction of the actions proposed by the government and will support it. Maciej Konieczny from the Left assessed that “even the most generous severance payments will not replace new jobs; the energy transformation must be fair, and no group can be ignored” – he said. Pos. Confederation MP Robert Winnicki assessed that the government’s actions towards mining “are not transformation, but liquidation; not restructuring, but capitulation”. He called for the denunciation of the EU’s climate and energy policy and to stand “to fight for the Polish pace of energy transformation”. Pos. The draft amendment assumes that SRK will be able to receive mines (or their separated assets), the liquidation of which began in the period from 1 September this year. until December 31, 2023. Moreover, the project enables, by the end of 2027, further financing from the state budget of tasks currently performed by the restructuring company. On the other hand, employees transferred to SRK along with their assets will benefit (so far) from social protection – mining leaves, leaves for employees of coal processing plants and one-time severance pay. The terms of protection for miners leaving work will be as negotiated in the agreement signed at the end of May this year. a social agreement on the principles and pace of mining transformation.
