The Ministry of Industry and Trade announced tenders for the development of concepts for the development of human resources in the radio-electronic industry until 2030. The Ministry of Industry and Trade on September 29 announced two tenders with a total value of 84.9 million rubles. on the development of programs for the development of human resources in the radio-electronic industry, found “Kommersant” on the portal of public procurement. The executor of the first tender under the code “Personnel” must develop a map of professional competencies in the field of the radio-electronic industry and a career guidance model to identify key competencies in this area. To do this, it is necessary to conduct a full analysis of the current state of the industry and compare market demands with the qualifications of specialists, the documentation says. ) it is necessary to develop new and update existing professional standards for teachers and workers of the radio-electronic industry in such promising specialties as radio-apparatus engineering, audiovisual equipment, radio-technical information systems, and so on. In total, the technical documentation contains more than 20 existing specialties that require revision. Work will also be carried out in terms of improving the qualifications of teachers: during testing in pilot regions, performers will hold at least five meetings with educational organizations and seminars to develop skills in teaching promising professional competencies. Teachers of the middle professional level are required not only to know the advanced technologies of the radio-electronic industry, “but also such previously neglected qualities as initiative, the ability to think creatively, to find non-standard solutions, to show a readiness for self-development”, written in the terms of the tender.

The term for the development and testing of the concept in one pilot region is June 30, 2022, after which the program will begin to extend to other regions of the country, by 2030 there should be at least 12 of them.

According to the strategy development of the radio-electronic industry of the Ministry of Industry and Trade, for the development of Russian enterprises, it is necessary to train at least 10 thousand specialists annually until 2030, but now Russian universities graduate from 1.2 to 1.5 thousand annually (for more details on the current personnel situation in the industry, see “ Trends ”in the issue of October 1). According to the report of the Central Research Institute Elektronika JSC (Kommersant has it), today 54% of specialized Russian companies are experiencing a shortage of personnel. In total, the industry employs 280 thousand employees, their average age is 45. … “More than others there is a shortage of microelectronics engineers, compilers, testers, verifiers and specialists in the Linux kernel,” he points out. Arseniy Brykin, General Director of the Central Research Institute Elektronika (part of the Ruselectronics holding controlled by Rostec). The development strategy of the radio-electronic industry until 2030 envisages the creation of silicon factories, and this implies the launch of 200-300 design centers, for the functioning of which an appropriate number of designers are required, Mr. Brykin points out.
