The casinos had one of their worst years, financially speaking, during 2020 due to the pandemic, since they barely opened a handful of months. In 2021 they approached normality and two private downtown rooms, Enjoy Casino (located in the Sheraton Hotel) and Sun Plaza (Hyatt Hotel), They were first and second, with profits above $1 billion each .
A bit further back appears in the official records of the Institute of Games and Casinos (IPJC) another private casino, the Arena Maipú Resort, which obtained a net collection of almost $800 million.
The data is still partial, given that although the fiscal year closed on December 31, on December 28 February the final balance will be published. The Casino de Mendoza (Central), belonging to the Provincial State, recently appeared in fifth place, behind the Casino Cóndor Los Andes. But there is “great expectation” for this year when the results obtained by the Mendoza Casino Gaming Room in the East and the Mendoza Casino – General Alvear Annex, both inaugurated in December of last year.
CLOSING AND REOPENING
One of the activities most affected by the pandemic was legal gambling. The casinos closed 244 days in 2020 and 43 in 2021 , due to the measures sanitary. It is true that last year they had openings, but with restricted capacity and hours, especially at night, which did not allow them to return to the usual levels of 2019.
However, according to the data that are published in the Games of Chance Observatory , which is accessed from the Mendoza Casino site, during the 12 months of 2021 they registered profits.
There is a fact to take into account when analyzing the numbers. The published “benefits” already have discounts applied: Gross Income (21.5%) and prizes, which represent the majority of the total collection. Even so, the figures are quite robust.
The City of Mendoza has two rooms that capture an important portion of the game. Casino Sun Plaza (Hyatt) won first place in 2021 regarding the electronic game ( slots). And if you add what is harvested by the “live game” (tables and roulette, mainly) it brought together some $1,010 million in profits. It has 501 machines and 23 tables, which contributed about $150 million.
The other strong point is the Enjoy Casino. It has the same number of tables as its competitor from the capital, although it has more machines (545). The machines contributed $334.5 million, which was enough to surpass Sun Plaza in total collection, with $1,164.6 million.
In third place is Arena Maipú Casino Resort. It also has tables, so its complete offer allowed it to raise approximately $815 million, which comes from the 470 machines and 18 tables it has .
The other casino that also has slots (526) and tables (21) is the Cóndor Los Andes, located in Guaymallen. He holds fourth place after raising some $606 million throughout the year.
Very close in terms of numbers is the Casino de Mendoza (Central), located in Godoy Cruz, which is the one with the largest offer of slot machines: 603. It obtained almost $575 million in what regarding benefits between electronic and live gaming.
The collection distribution system of the state casinos is very different from that of the private ones. To begin with, there is a fixed amount foreseen in each provincial budget, which corresponds to 35% of the net income of the IPJyC, which is used to finance various state programs. In 2021 it was established that the contribution should be $317 million.
After this platoon of 5 rooms, come the ones that are located outside of Gran Mendoza, which do not have tables, only slot machines. In 2021, the now former Anexo del Casino de Mendoza in San Martín obtained $476.6 million, while that of Rivadavia was $156 million . These two state rooms, concessioned to private parties, were closed to make room for the brand new room inaugurated in San Martín, which has 900 machines and will be considered a category hotel, a project that will be executed by Fuente Mayor SA (Grupo Kristich).
Lower in the ranking, in San Rafael is the Casino of the Tower Inn & Suites of San Rafael., which raised $476.6 million.
Complete the table of the game in Mendoza on Anexo General Alvear (closed to make room for the recently opened temporary room) with some $311 million; Casino Fuente Mayor (Vista Flores, Tunuyán) with $121.5 million; and the now closed Malargüe Casino, with $72.5 million.
A GOAL OF $443 MILLION
From the Provincial Institute of Games and Casinos (IPJyC) highlighted to Los Andes that there is agreement with the Central Casino offer, although there are high expectations for the slot machines that were tendered.
The specifications require a minimum of 400 and a maximum of 800 electronic, electromechanical and/or electromagnetic machines, also known in the gaming market as slot machines.
The offers of the companies are analyzed and it is expected that during February or March there will be news. For years, the winner of the slots has been Mendoza Central Entertainment (MCE), a company led by businessman Alfredo Vila.
Meanwhile, the IPJyC considers that the offer in San Martín (Grupo Kristich) and General Alvear (Hotelera Emprender) that will have hotels, in addition to the theaters, will give them competitiveness. These aforementioned proposals pay the IPJyC a monthly canon provided for in the contract.
One of the points that stands out is the possibility of carrying out promotions with the services provided by the hotel and similar to what happens with the strong market players in Greater Mendoza.
On the other hand, there is a lot of satisfaction for having fulfilled after several years with transfers to programs.
The Fiscal Responsibility Law establishes, in its article 38, that the net transfers that the IPJyC makes to special programs and/or or general income annually “may not be less than thirty-five percent (35%) of total income.” However, for several years the Budget Law has not set the number as a condition, but instead sets a maximum amount that should be aspired to reach year after year.
This amount is defined by all years the Legislature at the time of sanctioning the Budget project and corresponds to the estimation of 35% of the liquid profits of the IPJyC. This money must be allocated to the Health and Social Development agencies, and another part to General Revenue.
By 2021 $317 million which according to the data provided were distributed as follows: $195,358,946.13 to the Central Administration; $120,500,303.87 to Health Programs and $1,140,750 to Popular Libraries.
This was achieved with a 70% and restricted hours, among other factors. For this 2022, according to the spending guidelines, the goal was set at $443,800,000 for transfers.
