Works worth R$7 billion on highways are Doria's vice trump cards in the interior of SP

São Paulo – Until the end of this year, the government of São Paulo promises to invest R$7 billion in road works and improvements in the state. For 2022, it intends to apply even more to infrastructure. The robust transfers for this field are managed by the Secretary of Government, a portfolio led by the vice-governor Rodrigo Garcia , and are one of the strategies to do his name gain more popularity in the state to run for governor.

The government seeks to use the public machine to generate jobs, to garner support from the population for a year of the election and reinforce the discourse that “São Paulo is the Brazil that worked” in the economic field.

The road works are part of the Pró SP, program that brings together 8,000 state works in progress in 2021 or starting in 2022. The program was announced by
João Doria, but it is led by the vice-governor, who is also the pre-candidate toucan for the government of São Paulo.

In practice, the package will be a precious letter up the sleeve of Garcia. That’s because, if Doria’s candidacy for the Presidency of the Republic materializes, he will leave the government in April – and Garcia will assume the command of the São Paulo government.

Until July, which is when the electoral law allows the inauguration of works, the vice-governor will be able to boast of road works, the construction of new Metro stations and the high figures reverted in the generation of jobs at a time of economic crisis.

Some of the works that will be carried out with the billion-dollar investments are the duplication of the M’Boi Mirim Road, in the south of the capital, which has already had the bidding started; the improvement of the roads between Arujá and Itaquaquecetuba, Bragança Paulista and Socorro and Votuporanga and Nhandeara, as well as renovations on the Miguel Melhado Highway, in Campinas.

Garcia is still unknown in the state, and appears shy about voting intentions in electoral analyses. In a Datafolha poll released in September, only 5% of the respondents voted for him.

PSDB members are confidently betting that this government machine in the state will be able to make your name more popular. “No work stopped in the state” is a speech adopted by Doria, which will be repeated by her deputy and possible successor over the next few months.

Near roads

One of the great highlights of the Pró SP is the works on side roads, dirt roads that they are inland and serve to connect small towns and as a passageway for trucks. The government plans to spend a total of R$ 521 million just to pave these spaces.

The program intends to improve 745 kilometers of 66 side roads, which should generate some fence. 10,000 jobs. Part of the work has already started, but the renovations should only be completed over the next year. This type of road paving action is especially important because it can give visibility to Rodrigo Garcia, especially in the interior of the state.

Billion dollar investments of R$7 billion on roads and highways should be used not only to gain popular support, but also to rival the federal government.

That’s because, according to a survey by the Confederation National Transport (CNT), federal investments in the transport area this year are the lowest since 2007, with a budget of R$ 7.4 billion, considering road, air, rail and waterway transport.

It is common, at events and press conferences, for Doria and members of the government to make comparisons between the economic indicators of São Paulo and Brazil. But despite the promise, with less than three months to go before the end of the year, not the entire resource has been committed. According to the Government Department, there are lots that have been auctioned with works that have already started, but there are lots that are still being tendered and others that will still be tendered.

For the year next, the idea is to maintain a high level of investment in infrastructure. The government sent the 2022 budget proposal to the São Paulo Legislative Assembly (Alesp), and projects R$ 50 billion in total investments in the state between 2021 and 2022.
