「新時代黨解決台灣問題的總體方略」一詞越來越熱門。去年11月中共十九大六中全會通過的《第三份歷史決議》中提到，之後中共對台官僚、官媒與御用學者陸續發表對這個「總體方略」的詮釋、演繹，台灣不少兩岸專家們也發表高見。許多人都認為今年底中共二十大，將會有一個具體明確、新的對台「總體方略」出現。
近來和「新時代黨解決台灣問題的總體方略」相關的發言包括：中共總書記習近平新年賀詞、國台辦主任劉結一、海協會會長張志軍的新年賀詞；海協會副會長孫亞夫、華東師範大學台灣問題專家周志懷陸續接受媒體專訪的發言；此外，中國官媒新華社也發表長文《五組關鍵詞讀懂新時代黨解決台灣問題總體方略》。而在台灣，前總統馬英九兩岸幕僚蘇起等人為主組成的台北論壇，也舉辦講座展望新一年的兩岸關係，中國對台「總體方略」也成了重點。
不要「和平統一」只要「完全統一」？

眾聲喧嘩中，有些驚心動魄，彷彿中共很快要武統台灣。有人說北京現在多用「完全統一」一詞取代「和平統一」，代表著武統可能性提高。台灣學者趙建民也說，中國大陸對台政策從「和平統一」變為戰爭邊緣，官員開始談「統一後」，說明中共已將統一提上日程表。
事實上在中共官方發言中，「完全統一」和「和平統一」經常交替、混用，例如「以和平方式實現祖國完全統一」是中共官方常用的說法。而習近平最早用「祖國完全統一」這個提法是2021年7月中共成立百年紀念演講中，他當時說：「解決臺灣問題、實現祖國完全統一，是中國共產黨矢志不渝的歷史任務，是全體中華兒女的共同願望。要堅持一個中國原則和『九二共識』，推進祖國和平統一進程。」一樣是把和平統一和完全統一混用。三個月後，去年十月辛亥革命110年紀念會上，習近平講話也是「和平統一」、「祖國完全統一」、「以和平方式實現祖國統一」混合使用。
至於現在中共官員、學者常談「統一後」台灣的制度安排，如選舉、財政等，這是受到習近平三年前拋出「一國兩制台灣方案」的影響；但也不要忘了，1980年代初，中共開始對台展開一國兩制統戰時，也是天馬行空地提出許多惠台規畫。
一月十九日台灣問題專家周志懷接受中新社專訪時，對兩岸關係幾個提法也引起大家關注：
北京建構「單方面解決台灣問題新機制」
台灣問題專家周志懷稱，稱中國大陸以「積極和平」思維塑造兩岸和平態勢。他還說，大陸要自己既定步調建構起「單方面解決台灣問題的新機制」。（中評社）
周志懷用了「積極和平」一詞。他稱中國大陸去年強化軍事鬥爭與打擊「台獨頑固分子」手段運用，以「積極和平」思維塑造兩岸和平態勢。他還說，大陸要排除民進黨當局和外部勢力干擾，按自己既定步調建構起「單方面解決台灣問題的新機制」。他說：「在『被統一』狀態下，民進黨當局將完全喪失與大陸『共議統一』的機會。」
