On Wednesday, there were protests of the carriers in front of the fall of the Government from Victoriei Square. They parked dozens of trucks in the market since the early hours of the morning.
The protest of the transporters started at 6:00, when the drivers of several transporters’ associations arrived with trucks in Victoriei Square. They are dissatisfied with the retroactively applied per diem tax, as well as with quarantine measures and the increase in the cost of MTPL policies. Lithuania or Hungary are constantly taking measures to protect their own carriers, protesters say. The effects of this tax decision are devastating, all the more so as the taxation is made retroactively, the penalties being impossible to pay by any company.
Another dissatisfaction is related to the fact that The Government requires the quarantine of professional drivers returning from red and yellow countries in terms of the risk of COVID-19 contamination if they are not vaccinated or have not had COVID- 19 in the last 3 months. This coercion imposed by the government is unique in Europe and severely disrupts road transport activity, according to the transport associations.

According to them, professional drivers are exempted from the quarantine measure in all countries, in order to maintain supply chains, as also recommended by the European Commission, which has created a “green color” in this regard and has clearly indicated the exemption from quarantine of professional drivers.
Among the associations that initiated the protest, the Employers’ Association Europa 2002 and COTAR announced that they are giving up, after obtaining the promise of the Minister of Finance, Dan Vîlceanu, regarding “the correction of ANAF’s approaches towards the carriers, through the Parliament”. The protest was authorized until 16:00.
This is not the first time the Government has tried to stop the practice of paying a low salary to drivers accompanied by substantial payments in the form of per diems. In 2014, a similar approach was met with the same hostility by drivers.
