Kim Jin-guk, senior citizen of the Blue House, resigned yesterday, one day after the controversy over his son’s application for a job arose. President Moon Jae-in took the form of accepting Kim’s resignation, but in effect he was fired. It’s a natural decision. Kim, the fifth chief of civil affairs under the Moon Jae-in administration, will step down after nine months of being appointed. Kim’s son, Mo Kim, recently applied to a company, and in his personal introduction, he revealed that his father was Kim and wrote, “Your father will help you a lot.” He emphasized that he can use his father’s influence to contribute to the company.

Blue House A high-ranking official said, “It is certain that Kim did not intervene in the preparation of the job application.” Chief Kim also explained to the media the day before, “My son has been receiving treatment for anxiety and obsessive-compulsive symptoms.” It is said that Kim submitted job applications with similar contents to five companies, and all of those companies contacted Kim. Still, it is difficult to understand that the Blue House did not know. Even if Kim’s son received treatment, he cannot be exempted from responsibility for his absurd behavior. As civic groups have reported Kim to the police on charges of obstruction of business, if wrongdoing is revealed, appropriate punishment should be given. In this context, Justice Minister Park Beom-gye deserves to be criticized for accusing Kim of being transparent without any particular basis. This is not the attitude of the Minister of Justice to protect justice and the rule of law.
The government’s senior civil affairs officials have repeatedly resigned due to unsatisfactory circumstances or caused controversy after their resignation. Cho Kuk, the first former chief of public affairs, left after 35 days of appointment as Minister of Justice as he became engulfed in various suspicions surrounding himself and his family while serving as the Minister of Justice. Kim Won-joon, former chief of staff, resigned after about a year after maintaining multiple houses (two houses) despite the recommendation of ‘Own one house by the Blue House staff’. Former chief Kim Jong-ho resigned after four months, taking responsibility for not reconciling the conflict between Choo Mi-ae and Yoon Seok-yeol. Shin Hyun-soo, a former chief of staff, also resigned after experiencing ‘passing controversy’ in the process of coordinating the personnel of high-ranking prosecutors after two months of appointment. Although the senior civil servants in charge of public service discipline are ‘short-lived’, there is no way to correct the civil service discipline.

The repeated resignation of the chief of civil affairs is evidence that there is a problem with President Moon’s personnel management. Problems persist because they are selected mainly from aides rather than those who will strictly handle the supervision of the government. Chief Kim has a ties to working with President Moon, who was the chief of civil affairs at the ‘Roh Moo-hyun Blue House’. If this continues, it will only accelerate President Moon’s lame duck.
