If no agreement is reached in a dispute in the Polish Mining Group On January 17, an indefinite blockade of coal shipping from the company’s mines to the power plant will begin, the protest and strike staff decided on Wednesday. A strike referendum in the mines was announced on January 12 and 13.

mines to power plants. The blockade covers all the company’s mines and is expected to end on Thursday morning.

Bogusław Hutek, the head of mining Solidarity, stressed that trade unions are still ready to start talks leading to an agreement. Such an attempt was made on Tuesday evening, but no compromise was found. In response, the trade union staff met on Wednesday, also expanded to include representatives of smaller unions operating in PGG, which so far had a separate dispute with similar demands. coal to power plants from PGG mines will take place (as announced – PAP) on January 6 at 7.00 am.On January 10, a meeting with the PGG Management Board will be held in the presence of a mediator. There will be a strike referendum in PGG mines. Moreover, the Staff decided that from January 17, coal shipments to power plants from all PGG mines will be blocked until further notice, “unions said in a press release.

Representatives PGG did not comment on the union’s announcements, recalling at the same time that a meeting of the parties with the participation of a mediator was scheduled for January 10 in the morning.

The head of mining Solidarity assessed that if on the part of the PGG management board, there will be the will to reach an agreement, its conclusion is possible both during the talks scheduled for January 10 and earlier, if the company’s management board invites the social side to the next meeting. “We are available all the time. Also yesterday, after the talks were broken, we declared that we were still ready to go and talk” – emphasized Hutek.

According to unofficial information provided by some trade unionists which is not commented on by PGG, during Tuesday’s talks there were preliminary compromise proposals regarding both an increase in the average salary and additional compensation for weekends worked. Ultimately, however, a compromise was not reached. Trade unions hope that the Ministry of State Assets will give the PGG management the green light to conclude an agreement.

Referring to Tuesday’s statement by Deputy Minister of State Assets Piotr Pyzik, who called the protest to block the shipment of coal to the power plant “playing with energy security”, the head of mining Solidarity referred to the correspondence of energy companies with PGG on coal collections in 2020 and the first half of 2021, when domestic power plants were limiting the consumption of this raw material.

“This ministry, together with the management boards of energy companies, played and plays with the energy security of the state, because the failure to collect 6.5 million tons of coal during this period, and almost 4 million tons of coal in the first half of 2021, resulted in that they do not have stocks, that they have a problem with coal, that they need this coal “- commented Bogusław Hutek.

” It is not the fault of trade unionists or miners from PGG that today there is no coal “- added the unionist. As he said, the unions are getting signals that this year PGG mines would only extract approx. 19 million tonnes of coal, compared to approx. 23.5 million tonnes last year. In Hutek’s opinion, this requires clarification during the meeting of the signatories of the social agreement for mining signed in May last year with government representatives.

PGG unions: it is not true that the protest threatens energy security and heat supply

It is not true that the action carried out by the protest and strike staff in the Polish Mining Group threatened the energy security of the country and the supply of heat to flats, stated unionists on Wednesday who have been blocking the shipment of coal from mines to power plants for over a day.

As the trade union staff informed, during the blockade that lasted on Tuesday morning, it was decided to release the coal storages from two mines. in which some of the residents of Chorzów and Katowice could have underheated apartments In this case, the raw material went to Ciech Soda Polska, where employees were threatened with a parking announcement due to a lack of coal, “unions said in a statement on Wednesday.

” In recent days, some media have been promoting the thesis that the protest action carried out by the Protesting and Strike Staff at PGG SA threatened the energy security of the country and the supply of heat to flats. We declare that it is not true, “they said.

” Even in a difficult situation, miners are able to show empathy towards various social groups. It turned out once again that, contrary to some opinions, somebody still needs Polish coal, “commented representatives of the PGG protest and strike staff on Wednesday.

There is no official information yet to The union blockade caused perturbations in the energy sector. On Tuesday, Polska Grupa Energetyczna estimated that PGE’s generation units will not run out of coal, and that the Group is prepared for the scenario resulting from the blockade of shipments to the power plant. coal stocks for individual units, determined by the energy law, are maintained.

in such a form is “playing with energy security” – and this in a situation when the parliament is working on the mining law, and activities related to “no with the record of a record rescue package of over PLN 28 billion. in 2020 and in the first half of 2021, when domestic power plants limited the consumption of this raw material.

“This ministry, together with the management boards of energy companies, played and plays with the country’s energy security, Because the fact that they did not collect 6.5 million tons of coal in this period, and almost 4 million tons of coal in the first half of 2021, meant that they do not have stocks, that they have a problem with coal, that they need this coal “- said Hutek. “It is not the fault of unions or PGG miners that today there is a shortage of coal” – he added.

Representatives of Polskie Sieci Elektroenergetyczne on Tuesday that the current weather conditions mean that there should be no balance problems in the power system in the next few days. However, they pointed out that prolonged periods of low temperatures can make it difficult to balance the system, so power plants should rebuild their hard coal reserves as soon as possible to ensure full and uninterrupted energy production for the rest of the winter.

On average, about 35-40 coal trains leave PGG mines a day. As previously reported, since October last year in some power plants the reserves of coal have been lower than required by the regulations. PSE confirm that such situations also occur today.

As part of the dispute at PGG, trade unions are demanding a cash compensation for miners for weekends worked from August to December last year or a one-off payment crew benefits. They also want to talk about the average wage at PGG and about increasing the 3.8% wage growth rate agreed in the social agreement for the mining industry.

“For several months, due to the ongoing throughout Europe, the energy crisis and shortage of energy resources, miners work overtime and at weekends, which allows to avoid interruptions in the supply of energy and heat.

As PAP found out unofficially at PGG, the total cost of union claims related to the postulated (in connection with, inter alia, the demanded compensation) increase of the average wage at PGG to PLN 8,200. PLN gross (compared to PLN 7,829 at present), is estimated at approx. PLN 130-140 million. Trade unions are talking about PLN 70 million. “This is the value of a two-day sale of PGG; it will not overturn this company,” says Bogusław Hutek.

Representatives of the PGG management board have argued in recent weeks that currently, when system of public support for mining and its notification to the European Commission, the company is not able to mobilize additional funds for payments.

After last week’s unsuccessful talks, Deputy Minister of State Assets Piotr Pyzik emphasized that now the most important thing for the mining industry is to complete the legislative process of amending the so-called the mining act, establishing a support system for mining and ensuring financial liquidity for coal companies. The law adopted by the Sejm in December is being processed in the Senate. (PAP)
