Trai suggests all central Govt entities earmark spaces for digital infra

The Telecom Regulatory Authority of India (Trai) has recommended that all Central government entities should earmark dedicated spaces in their existing and planned buildings for installing digital connectivity infrastructure, including small and macro cells.

Also, street furniture should be shared among telecom firms and there is a need to further amend the right of way (RoW) rules. All these measures are part of recommendations given by Trai on use of street furniture for small cells and aerial fibre deployment.

The regulator said as India plans to launch 5G, small cells can play a pivotal role in network upgradation and expansion.

“Trai has given a comprehensive set of recommendations to the government on conducive regulatory and policy framework to ensure successful and rapid rollout of small cells and optical fiber using street furniture in all smart cities, other cities and towns, ports, airports, metro rails, Industrial parks, and estates etc,” Trai said.

Trai said that Department of Telecommunications (DoT) should issue advisory guidelines to states for mandating controlling administrative authorities (CAA) that own traffic lights to share these assets with telecom firms and IP-1 infrastructure providers for deployment of small cells.

It has been recommended that enabling provisions should be introduced in licenses prohibiting telcos and IP-1 providers from entering into any exclusive contract or right of ways with infrastructure owners or CAAs or any other authority.

To nudges service provider for sharing infrastructure, the Authority has recommended that charges paid by lessee telecom firm to lessor telco for use of shared infrastructure should be reduced from the gross revenues of the lessor telco to arrive at applicable gross revenue (ApGR) of such lessor telco. Trai has also said that DoT should take up the case with Ministry of power so that Discoms should make provisions to provide connections for telecom sites to TSPs/IP-Is on priority basis.

All Discoms should treat street furniture address as commercial address for the purpose of providing a power connection and allow multiple power connections at the same commercial address to different commercial entities.
