United Nations experts have published a new report on the appalling extent of torture, exploitation and violence in Libya investigated.
Those responsible would presumably also have war crimes and crimes against the Committed humanity, for example in prisons and against migrants, says the report published on Monday. For the 30-page report to the UN Human Rights Council in Geneva, the experts evaluated hundreds of documents, conducted 150 interviews and looked for clues in Libya, Tunisia and Italy .
All parties to the conflict, including foreign states as well as foreign fighters and mercenaries, have violated international humanitarian law, the authors said. They have identified Libyan and foreign “individuals and groups” who could be responsible for the violations, abuse and violence since 2016. However, this confidential list of names is kept under lock and key “until it becomes necessary to publish or pass it on”, for example during further investigations 2011 sunk in civil war. Numerous militias vied for power and influence. A ceasefire has been in place for almost a year. The conditions in prisons and internment camps for migrants, from where reports of torture and violence repeatedly surfaced, are still extremely bad.
The UN report mentions damaged hospitals and schools and possible ones War crimes in various attacks on civilians. There is also talk of kidnappings, incarceration in secret prisons, sexual violence and extrajudicial killings to punish or silence opponents. “Torture is an established feature in the prison system,” it says. There is a lack of hygiene, food and medical care there. Overall, it is presumably a “systematic and widespread attack against the civilian population”. (sda / dpa)
