ALMT enacts amendment that prohibits reelection of president and first secretary in the same legislature

The president of the Legislative Assembly of Mato Grosso (ALMT), state deputy Max Russi (PSB), and the first secretary, deputy Eduardo Botelho (DEM), promulgated, this Thursday morning (30), the Constitutional Amendment No. 100/2021, which prohibits the reappointment of the president and first secretary of the state parliament to any position of the Presiding Board in the immediately subsequent election within the same legislature.

The Proposed Amendment to the Constitution (PEC) was presented by state deputies Wilson Santos (PSDB), Delegate Claudinei (PSL) and Ulysses Moraes (PSL) and approved in the second vote last week.

“I am very happy to enact this amendment number 100 of our Constitution, which will turn 30 on October 5th. It is an important advance of our Parliament and had the support of parliamentarians, who understand that this moment of evolution is important”, declared Max Russi.

The congressman stressed the importance of enabling new leaders to be able to conduct the work in the state Legislature and reinforced the institution’s commitment to society.

“The proposals presented and the advances registered in the Legislative Assembly in recent years have been fundamental. The Assembly has positioned itself in an important way in the development of the state of Mato Grosso”, he affirmed.

Deputy Eduardo Botelho congratulated the parliamentarians who proposed the PEC, as well as all those who voted in favor of its approval, and he highlighted that the change will prevent the use of the Legislative structure to remain in power.

“I see this alternation in power as something of great importance for Parliament, so we made a point of approving this PEC. We have already had histories of a president who remained in charge of this Parliament for many years. The alternation is very important, and this is what re-oxygenates the Public Power”, he affirmed.

Wilson Santos said that the presentation of the proposal took place after a historical observation and congratulated deputies Max Russi and Eduardo Botelho for their efforts in approving it.

“The Assembly at times was governed by two deputies for 10, 15, 20 years. In the republican regime this is unacceptable. Society always wants to renew, not only with new names, but with new practices, increasingly in tune with popular thinking, transparency and rigor in public spending. The Republic is the alternation in power, it is the possibility of rotation. This new legislature had the courage to break this tradition”, he stressed.

For Deputy Carlos Avalone (PSDB), the enactment of the Constitutional Amendment is yet another measure that proves a change in the state Legislature’s posture , observed in recent administrations.

“The Legislative Assembly has already given back millions and allocated resources to hospitals, purchase of ambulances and other actions. These are postures that made the difference. Today, this position of the Presiding Board is a source of pride for the 24 deputies.”

The solemnity of promulgation of Constitutional Amendment n° 100/2021 was also attended by Deputy Nininho (PSD).
