 PayPayがいよいよ、10月1日に加盟店のシステム利用手数料を有料化する。同社は2018年10月5日のサービス開始以来、店舗が掲示するQRコードをユーザーが自身のスマートフォンで読み込む「MPM方式」を利用する店舗に対して、決済手数料無料の施策を続けてきた。 加盟店のシステム利用手数料有料化に伴い、キャンペーンを実施  「契約時に追加で発生するコストはなく、いつでも止められる」ということで、主に中小規模の店舗を中心に多くの加盟店を獲得してきたPayPayは、21年8月時点で340万カ所での利用が可能になった。だが10月1日以降はこの手数料が1.98%になる。  これを受けてPayPay利用を取り下げる加盟店もあると思うが、結論から言うと、実はPayPay有料化では「加盟店の離脱」という現象は実はそれほど起きないのではないのかというのが筆者の予想だ。大多数は「そのまま継続」というパターンになると思われる。加えて、業界全体からすると、PayPayが手数料を2%弱に設定したことで、競合他社は決済手数料でもうける戦略をとりにくくなるだろう。 手数料有料化でコード決済の分野に起こること  モバイル決済業界に新規参入が相次いだ18年から19年にかけ、PayPay対抗の意図もあり、各社はMPM方式の加盟店について原則として決済手数料無料のキャンペーンを実施していた。これら施策はPayPayの無料期間が終了する前に段階的に有料プランへと移行していった。  NTTドコモでウォレットビジネス推進室長を務める田原務氏によれば、d払いでは一部の店舗を対象に手数料の有料化を進めているが、加盟店の目立った離脱は見られなかったという。有料化が即、加盟店離れにつながるわけではないようだ。  しかし、PayPayが21年8月に入って具体的な手数料を発表すると、楽天ペイやau PAYといったライバルらは次々と加盟店手数料の無料期間を1年延長すると発表。ライバル各社の手数料無料キャンペーン延長は既存加盟店をつなぎ止めるというよりも、新規開拓でPayPayをリードする意図が強い。  大手チェーンなどに加え、特に中小店舗での加盟店開拓を熱心に進めていたことで知られるPayPayは、これまでキャッシュレス決済を導入してこなかったような個人店であっても現金ではない決済手段を使えるようにした功績がある。これは同社が営業リソースを大量導入してローラー作戦を全国展開してきたことに由来するもので、その点で他社は出遅れていた。 和歌山県の紀伊田辺駅周辺では多数のPayPay加盟店がある  田原氏によれば、ここ最近の傾向としてd払いの伸びを支えているのは大手チェーンよりもむしろこうした中小加盟店であり、手数料無料キャンペーンの延長はそうした新規加盟店を獲得するうえで大きな意味を持つと述べている。PayPayが有料化した隙を縫った話題作りというより、むしろ「事業の伸びを絶やさない」という意図があるようだ。 PayPay副社長COOの馬場一氏  他方で、このように拡大した加盟店網の収益化という面で、今後ライバル各社は大きな困難に直面するとも予想される。PayPayでは決済手数料で稼ごうとは考えておらず、PayPay副社長COOの馬場一氏によれば「決済手数料ではトントン程度でいい。そのプラットフォーム上で展開される付加サービスや金融事業によるローンなどで利益を上げていければいい」という。  実際、各社の意見によると2%前後という手数料水準は、ビジネス的にはほぼギリギリと聞く。コード決済の場合、残高チャージのルートは銀行口座経由の入金、キャリア決済、クレジットカードなど複数用意されていることが多い。クレジットカードからチャージする場合は決済事業者に別途数%の手数料を抜かれるため、1.98%という手数料では本来赤字となってしまう。  それでも1.98%という水準を設定可能なのは、他のファンディングソースである口座入金やキャリア決済のルートがあるためで、有料化とはいってもPayPayが丸もうけというわけではなく、赤字にならないための最低限の水準がそこにあるというわけだ。  たとえ離脱する店舗があったとしても、スーパーなどのチェーン店を除けば、それら中小加盟店の多くは「そもそもPayPay利用がそこまでなかった」とみられ、PayPayの経営的なインパクトはごく小さい水準にとどまると考えられる。PayPay利用が多かった店舗で取り扱いを止めれば、逆に顧客離れを起こす可能性もあるわけで、店舗側は両者を吟味して判断を迫られることになる。  業界的なインパクトとしては、PayPayが手数料を発表したことで、決済手数料を当てにした金融ビジネスを展開しにくくなったといえる。前述のように各社は微妙なバランスでビジネスを構築している。クレジットカードに比べて専用機器やネットワークを必要としないコード決済はコスト面で有利とされるが、それでも手数料3%前後の水準ですでに損益分岐点にあり、これをさらに1段階下げる2%前後という水準は企業の業績を圧迫する。  これはMPM方式に比べてもシステム利用コストが高い店舗読み取り型の「CPM方式」の加盟店との手数料交渉にも波及するとみられ、マネタイズをより困難にする。PayPayが業界にもたらしたインパクトは「決済ビジネスはもうからない」という事実を確定させた点だ。今後は周辺ビジネスとのシナジーをともなわないコード決済事業者は早晩行き詰まる可能性が高いだろう。 Copyright © ITmedia, Inc.
